On the surface this appears to be a plausible argument. After all, discord does result from God’s confusion of language at Babel. Is this truly inconsistent, however?
Because the one who claims an inconsistency has made a mistake logically. He has confused categories.
He has confused the Creator and the creature.
He has confused judgment and mischief.
In Proverbs God is condemning malice and mischief.
In Genesis, God sends confusion and discord among the people as judgment for their malice and mischief.
In Proverbs God condemns those who sow discord because they are disrupting human relationships. They are opposing God’s purpose for man.
In Genesis God condemns those who sow discord between God and man. The intent of the builders of Babel was to circumvent the purposes of God. For this God judged them.
In Proverbs men are condemned for sowing discord among brothers. This is a dividing of good relationships.
In Genesis God sows discord among the people who are gathered in a sinful relationship. This is righteous.
